Job Description

The Environmental Engineering Manager will direct, administer, and oversee environmental compliance requirements for the Crude Oil Business pipeline, trucking, and terminal operations across multiple states. The employee will work with field operations personnel and supervisors to implement and manage detailed, proactive management systems to ensure compliance with applicable Federal, State, and Local regulations and programs.

POSITION RESPONSIBILITIES

• Manage day-to-day environmental compliance requirements for crude oil storage and transportation assets in Area of Responsibility (AOR), including, but not limited to:
_ Title V, Synthetic Minor, True Minor Source air permitting and associated recordkeeping, reporting, and compliance assurance,
_ Hazardous and nonhazardous waste management,
_ Spill prevention and response planning (e.g., SPCC, Facility Response/OPA 90, DOT Response Plans),
_ EPCRA & Community Right-to-Know reporting (e.g., Tier II, TRI),
_ Water and wastewater discharge permitting (e.g., NPDES Stormwater, Hydrostatic Discharge, SWPPP, etc.),
_ Injection well permit/registration requirements, recordkeeping, etc.
• Implement, develop, and manage processes to ensure compliance with each regulatory/compliance program and requirement at locations in AOR.
• Review pending and upcoming changes to Federal, State, and Local environmental regulations to ensure the Company is prepared for future compliance requirements. Develop and communicate impact summaries of future regulatory changes to EH&S Leadership and Operations Management.
• Complete and submit all required Federal, State, and Local environmental compliance reports in AOR.
• Assist EH&S, Operations, & Engineering staff regarding technical guidance, permitting, project development and implementation, incident notification/response, and other routine compliance issues and requests.
• Participate in managing response to incidents involving company assets, including those in remote locations. Conduct incident investigations, root-cause analysis, follow-up, and closure of action items, and leverage learning across organization.

REQUIREMENTS

• B.S. in Engineering, Environmental, or related Science Discipline is strongly preferred.
• Minimum 8 to 10 years of same or closely related experience in the field is required.
• Comprehensive knowledge of Federal and State environmental regulatory programs is required; substantive experience in air permit regulatory programs is required, with specific knowledge of, and experience with, Texas and Oklahoma air permit programs.
• Effective written and verbal communication skills and the ability to appropriately target communication to intended audience, ranging from leading Training Presentations for Operations and Management to interactions and meetings with a variety of Agency and Community stakeholders.
• Strong leadership and organization, with the ability to direct and achieve priorities, goals, and strategies with limited supervision.
• Proficient knowledge of computers and typical production software (e.g., MS Office, Outlook, Word, Excel, PowerPoint, etc.).
• Have the ability and desire for routine domestic travel to field locations for work associated with job responsibilities. Travel is primarily regional in the midcontinent area (TX, NM, OK, KS, CO) to crude oil terminals and tank batteries, pipelines, truck shops, and NGL
services locations, and can be expected to range from 50%-75% annually.
• Experience in response, cleanup, and remediation of petroleum releases is preferred.
• Experience with DOT transportation and pipeline regulatory compliance is a plus, but is not a significant focus of the position.
